B. Recognition of the Los Altos Hills Community Fiber Project Completion and Presentation of Certificate of Commendation (Staff: W. Kim)

The Council will recognize completion of the Los Altos Hills Community Fiber Project. The Town invested around $800K to get this project done with the primary goal of reliable emergency communications , and a secondary goal of increasing fiber connectivity in town. Residents interested in fiber connectivity can contact LAH Community Fiber at https://lahcommunityfiber.org/ . AT&T is another provider of fiber in some parts of town.

C. Proclamation in Recognition of Compassion Week, October 3–11, 2026 (Vice Mayor Swan)

D. Proclamation Commemorating the Signing of the United States Constitution (Vice Mayor Swan)

3. PRESENTATIONS FROM THE FLOOR

Persons wishing to address the Council on any subject NOT on the agenda may do so here. Please
complete a Speaker Card located on the back table of the Council Chambers and submit it to the
City Clerk. Comments are limited to two (2) minutes per speaker.

4. INFORMATIONAL REPORTS (ITEMS PROVIDED SOLELY FOR INFORMATIONAL PURPOSES)

Routine Treasurer's and Disbursement Reports for July 2026. The Treasurer's Report shows the Town's cash and investments at just under $29.8 million as of the end of July, and the Disbursements Report shows about $2.8 million in payments made that month (including payroll, insurance, legal services, and pavement/drainage project costs).

5. CONSENT CALENDAR  (A consent calendar is a means of handling a number of routine matters with one motion and vote, and no discussion. These items can be considered separately at the request of a Council Member or a member of the public.)

A-E Approval of prior City Council Meeting Minutes (Staff: A. Miller)

F. Resolution Accepting Dedication of Pathway Easement from Lands of Mahler at 10401 Magdalena Road (Staff: W. Kim)

The Council is being asked to accept a small pathway easement from a property owner on Magdalena Road, the last piece needed to complete a continuous 1,300-foot pathway between Camino Hermoso Drive and 10631 Magdalena Road. Construction is already underway and is expected to finish by the end of September.

G. Support for Assembly Bill 1761 (Staff: C. Einfalt)

The Town is sending a letter to Governor Newsom supporting AB 1761, a state bill that would require more transparency in how a charge on electricity bills (the "Power Charge Indifference Adjustment," or PCIA) is calculated — intended to help keep electricity rates fair and predictable for residents.

H. Resolution Approving the Elena Road Sanitary Sewer Dedication Agreements and Reimbursement Agreements between the Town of Los Altos Hills and Ashwath Nagaraj and Vikram Verma and between the Town of Los Altos Hills and Garet Comer (Staff: D. Laing)

The Council is being asked to formally sort out ownership and cost-sharing for a sewer line on Elena Road that was built privately in 2020 and later connected to by a neighboring property doing an ADU project. The Town would take ownership of the pipe, and the properties that benefit from it would share in reimbursing the original installers — with the Town contributing about $10,757 from the sewer budget to help resolve the situation.

I. Consideration of Resolutions Granting Extensions for Various Building Permits (Staff: J. Bradford)

The town continues to try and catch up with the expired building permits. There are approximately 80 cases remaining.

J. Resolution Accepting the Proposed Donated Engineering Services from Lea & Braze Engineering, Inc. for the Parks and Recreation Replacement Project (Staff: W. Kim)

6. ONGOING BUSINESS

A. Resolution Approving the Second Amendment to the Engineering Design Services Agreement with Lea & Braze Engineering, Inc. for the Summerhill Pathway Project to Authorize Additional Design Scope Related to Pathway Accessibility Requirements at a Cost of $17,000, for a Total Agreement Amount Not to Exceed $68,780, and Extend the Agreement Term to December 31, 2027 (Staff: W. Kim)Westwind Community Barn Conditional Use Permit Renewal (27210 Altamont Road)

Summerhill Pathway costs are rising sharply. This long-planned pathway along Summerhill Avenue (Nicole Lane to Magdalena Avenue) has run into a dispute with Santa Clara County over ADA accessibility requirements. The County is requiring hard, level, accessible surfaces that could significantly change the character of what was designed as a natural, equestrian-friendly path — and has said the requirements aren't negotiable. As a result, the estimated construction cost has grown from about $430,000 to roughly $800,000 or more. The Town's Pathways Committee has discussed whether to continue the project at all. The Council will be asked to approve $17,000 in additional design work to respond to the County's requirements and to weigh in on whether the project remains worth pursuing — with the County's own Active Transportation Plan as a possible fallback if the Town decides not to proceed.

B. Resolution Authorizing an Agreement with Securitas for Private Security Patrol Services and Direction on Patrol Vehicle Options Not to Exceed $325,000 for FY 2026-27 (Staff: C. Einfalt)

The Town is switching its supplemental private patrol provider from PalAmerican to Securitas, following a competitive bid process earlier this year. The new one-year contract (October 1, 2026 – June 30, 2027) is capped at $325,000 and keeps the existing patrol schedule: three vehicles patrolling daily from 3:00 p.m. to 11:30 p.m. The Council also needs to choose between two patrol vehicle options — three Toyota Corolla Hybrids (simpler, no Town involvement, ~$60,480/year) or three Hyundai Kona Electrics (slightly cheaper contract cost, but requires overnight charging at Town Hall and a daily process to clear the chargers before Town employees need them each morning).

C. Discussion of False Alarm Response Fee and Administrative Tracking (Staff: C. Einfalt)

The Town has relied on the Sheriff's Office to report false alarms, but a review found that paper "alarm cards" captured only about 18% of actual false-alarm calls compared to the County's own dispatch data. Staff is recommending the Town switch to pulling data directly from County dispatch, and to start charging for false alarms starting with the second alarm each year rather than the third (first alarm remains free; $202 for the second, $303 for the third, $405 for the fourth and beyond — the same fee amounts the Town has used since 2006, just applied one alarm earlier). This is a discussion item; no ordinance change would be adopted at this meeting.

7. PUBLIC HEARINGS

None

8. NEW BUSINESS

A. Discussion and Direction on Revisions to the Construction Time Limits Ordinance (Staff: J. Bradford)

Staff is proposing to reorganize the Town's rules on how long construction projects can take before facing penalties, splitting the framework into two tracks: routine projects that are active and progressing (handled administratively by staff) versus problem projects with real violations, nuisance conditions, or prolonged inactivity (which would come before the Council). No ordinance change is being adopted yet — this is a policy discussion to guide the final language.

B. Discussion and Possible Direction Regarding the Los Altos-Los Altos Hills Joint Volunteer Awards Committee (JVAC) (Staff: A. Miller)

The Town and City of Los Altos previously agreed to convert this joint recognition committee from a formal "Brown Act" public body into an independent group that can set its own bylaws going forward. Staff will update the Council on how that transition has gone and issues that have emerged in coordinating the event with the City of Los Altos. The City of Los Altos has indicated that they are not supportive of continuing as a joint event.

9. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES

A. Consideration of the Los Altos Hills Emergency Preparedness and Response and Technology Committees’ Recommendation of Sending a Letter to the Los Altos Hills County Fire District Regarding N5 Shield Wildfire Detection Sensors (Mayor Bhateja)

The Emergency Preparedness and Technology Committees are recommending the Town send a letter to the Los Altos Hills County Fire District NOT supporting the use of N5 Shield wildfire detection sensors. Based on the discussion and evaluation reports received, the technology is immature and the sensors are difficult to install and maintain.

10. STAFF REPORTS

C. Planning Director
D. Finance Director
E. Public Works Director

11. COUNCIL INITIATED ITEMS

A. Consideration of Formation of an Ad Hoc Committee to Address Williamson Act Matters in the Town (Mayor Bhateja)

The Mayor is proposing to form an ad hoc committee to look into Williamson Act matters affecting the Town (a state program providing property tax relief in exchange for keeping land in agricultural or open-space use).
