In addition to he usual spate of extensions for site develpment permits, committee changes, this meeting features a revised 3-year Information Technology strategic plan with a much reduced price tag (now $355K - $603K vs. $1M earlier). Also, hiring Victoria Beebee as an emergency management consultant, and adopting a Water Efficiency Landscape Ordinance.

There will also be a presentation by the Los Altos Hills Community Fire District describing their adopted budget and their services.

6. ONGOING BUSINESS

A. Resolution Authorizing the City Manager to Enter into a One-Year Agreement with

Victoria Bebee for Emergency Management Consultant Services Not to Exceed

$140,000.  Expense included in 2025-2026 Budget. Duties:

 - Assist in wildfire risk reduction planning

 - Coordinate with the LAHCFD, EPRC committee, Town Staff and Santa Clara County Fire for public

education on defensible space, fire-safe landscaping, and home hardening

 - Integrate wildfire mitigation goals into the Town's emergency plans and community engagement activities

 - Support grant development and stakeholder engagement for wildfire mitigation funding opportunities

 

7. PUBLIC HEARINGS

A. Consideration of an Ordinance Making Amendments to Article 8 of Chapter 2, Title 10 of the Los Altos Hills Municipal Code related to the Water Efficient Landscape Ordinance; Town of Los Altos Hills; File #MCA25-0002. Waiver of reading and Introduction of an ordinance to amend the Town’s Water Efficient Landscape Ordinance (WELO) to decrease the current Water Conservation Factor, and to

increase the landscape deposit to an amount which the City Council deems necessary.

 

The town is adopting an ordinance to ensure that when landscapes are designed, they go in a less thirsty direction. This does not apply to existing landscapes. It applies only to people applying for a new landscape permit i.e., some 10-20 per year. Currently, the average new landscape is given an allocation about 50% higher than the average use in town (541ccf vs. 350ccf).

This change will gradually reduce the amount of water allowed for new landscaping. In its final year (2031), it will set the allotment for new landscaping to the current average thus ensuring slower growth in usage. ​

The Purissima Hills Water District supports the change.

​

The proposed ordinance includes the following changes:

1. Immediately reduce the Water Conservation Factor (WCF) from 0.8 to 0.65;

2. Further reduce the WCF to 0.55 effective January 1, 2028;

3. Further reduce the WCF to 0.45 effective January 1, 2031; and

4. Consider increasing the landscape compliance deposit currently set at $5,000 to a new amount as determined appropriate by the City Council during the Town's upcoming fee schedule update discussion.

 

The Town’s Water Efficient Landscape standards were last updated in 2015. Based on data from the Purissima Hills Water District, more than 75% of residents currently use less than the existing WELO allocation, which they conclude suggests a reduction is warranted. In response, the Environmental Design and Protection Committee (EDPC) and Environmental

Initiatives Committee (EIC), in coordination with staff, recommend a phased reduction in the WCF to support effective implementation of the updated water allocation framework which was approved by the Planning Commission.

9. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES

A. Report from the Los Altos Hills Community Fire District (Staff: J. Logan, General Manager LAHCFD)

 

Presentation materials include the FY’26 County approved budget, Budget Narrative and Chart of Services.  General Manager Logan will be updating the Town on the services provided by LAHCFD, future plans and efforts to minimize the risk and severity of fires.

 

Services include: Suppression and Emergency Medical Services provided by Santa Clara County Fire. Emergency $ Disaster Preparedness, Community Outreach and Investment, and Community Wildfire and Risk Reduction Programs.  The District has 13.5 FTE’s as well as utilizing the services of consultants and the Sant Clara County Fire Safe Council and Santa Clara County Fire Department.

​

The District currently has approximately $48 million in funds and anticipates spending $22 million in FY’26 and receiving revenue of $18 million, reducing funds by approximately $4 million.  In addition, there are roughly $6 million in “rollover expenses” from prior year budgets (approved expenditures not yet incurred) for a fire truck, two fire engines, Interstate 280 fuel break and miscellaneous other items.

 

11. COUNCIL INITIATED ITEMS

A. Create an Ad Hoc Committee to engage with the administration of Foothill College to facilitate the development of multi-family campus housing (Vice Mayor Bhateja)
