​​The City Manager's performance evaluation and contract renewal usually takes place around this time of year. The city council has apparently approved a contract with Dilan Consulting to do a survey of the town staff, city council, planning commission and committee chairs. Residents wishing to express an opinion may write to the Council or come to the 6pm council meeting on Thursday September 18 to share their experience or views during the two minute per person public speaking time.

C. Waive Second Reading and Adopt an Ordinance Amending Article 8 of Chapter 2, Title 10 of the Town of Los Altos Hills Municipal Code Related to the Water Efficiency Landscape Ordinance (WELO) (Staff: J. Bradford)

Second reading of the ordinance approved at the last Council meeting. If approved this time, the ordinance goes into effect in 30 days.


D. Resolution Accepting an Open Space Easement at 13010 East Sunset Drive (Lands of Anchor View LLC) (Staff: J. Bradford)
Customary dedication of open space easement on high slope (27.6%) lot required as part of development.
 

E. Resolution Accepting an Open Space Easement at 26790 Saint Francis Drive (Land of First Serendipity LLC) (Staff: J. Bradford)
Customary dedication of open space easement on high slope (30.4%) lot required as part of development.


F. Resolution Approving the Abandonment of a Slope Easement at 26875 Nina Place; Lands of Bowers (Staff: J. Bradford)
Council approved abandonment in June 2020 but staff failed to record with the County. Do over.


G. Resolution Adopting a Pilot Bench Donation Policy for the Town of Los Altos Hills (Staff: E. Mahic)
Establishes a standard process for the donation, installation, and maintenance of memorial benches in Town.


H. Resolution Approving an Amendment to the Los Altos Hills Classification Plan and Salary Schedule,  Effective Fiscal Year 2025-26 to Establish a New Classification. Title and Salary Range for Engineering Technician and Approving the Engineering Technician Job Specification (Staff: T. Leung)

​In June 2024, Council created a Public Works Inspector position and in July 2024 created a senior Public Works Inspector position. Apparently the Town has been unable to fill inspector positions and now wishes to
replace that position with the creation of an entry level Engineering Technician position who, with appropriate training, can perform construction inspection services among other tasks.

I. Resolution Adopting Revised Employee Handbook, including Personnel Rules and Regulations and Employee Classification and Compensation Plan (Staff: T. Leung)
Proposes a number of employment-related changes including converting three fixed holidays to floating holidays, expanding the catastrophic leave policy, amending the remote work policy and clarifying Holiday Credits, definition of a workday and performance evaluations, and adds two job descriptions and reference to approved salary schedule.

A. Resolution Adopting the 2024 Pathway Fee Nexus Study and the Proposed FY26 Pathway Impact Fee Update in Accordance with the Mitigation Fee Act; and Waiver of the First Reading and Introduction of an Ordinance Amending Article 6 of Chapter 2, Title 10 of the Los Altos Hills Municipal Code for the Pathway Impact Fee Update (Staff: W. Kim)

Recommends approving change to Pathway Impact Fee supported by independent fee study and committee reviews. Fee will change from a fixed amount of $10,943 for new residences, and $3,826 for Barns and additions over 900 sq. ft. to a fee calculated based on multiplying the habitable space in a proposed new residence or addition over 900 sq. ft. by $5.49.

For a typical 6,000 sq. ft. new residence this will result in a tripling of the fee to $32,940. The increased fee is due to the large increase in pathway construction costs for the Town to slightly over $1 million per mile. Properties with frontage indicated to have a pathway on the Pathway Map may decide to install the pathway at their own expense (including Town fees) which will result in the waiving of the Pathway Impact Fee. Fees are capped at 7,000 sq. ft. and properties that have already paid a fee or built a path are only subject to the fee on additions over 900 sq. ft. See staff report for details.
 

B. Resolution Adopting a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program Pursuant to the California Environmental Quality Act ("CEQA") Section 15074 amd Approving a Conditional Use Permit, Variance, and Grading Policy Exception for a new Operation Center at 26451 Ascension Drive;
Lands of Purissima Hills Water District; File #CUP23-0004 (Staff: J. Bradford)
PHWD is requesting approval to replace the existing 2,500 square-foot single-story maintenance building with a new 7,600 square-foot two-story operations and maintenance building. The Planning Commission recommended that the City Council approve the project, subject to conditions.


C. Resolution Approving Amendments to the Town's Story Pole Policy Under Housing Element  Program B-16 to Streamline the Story Pole Requirement or Allow Alternatives in Lieu of Story Poles (Staff: J. Bradford)
The Town’s 6th Cycle Housing Element calls for the development of a process to streamline the story pole requirement or allow digital renderings to be provided in lieu of story poles. The resolution modifies the Story Pole policy to provide an exemption for Single-family residences that are no more than 19 feet in height and 4,000 square feet in floor area, and that do not request variances or exceptions, may provide a rendering of the proposed development in lieu of story poles. Similar exemption is available for multi-family properties.

 

D. Waiver of Reading and Introduction of an Ordinance Amending Title 4, Chapter 1 "Emergency Organization and Function", Title 2, Chapter 4 "Purchasing System" and Title 6, Chapter 5 "Nuisance Abatement" of the Los Altos Hills Municipal Code to add new Management Positions, Revise and Remove Outdated Provisions, and Establish New Authority and Procedures for Emergency Response (Staff: J. Parcutilo)

Adds new management positions (Emergency Manager and Emergency Services Coordinator), updates outdated terminology and references, and adds new authority and procedures to ensure effective  emergency management and compliance with state law.

8. NEW BUSINESS​

​A. Review and Accept the Annual Greenhouse Gas (GHG) Inventory Update to Track
Progress Toward the Town's 2030 Reduction Target (Staff: J. Bradford)

The town’s Climate Action Plan (CAP) was developed to guide emissions reduction strategies with a target of 52 percent below 2005 levels by 2030. The 2023 government operations inventory indicates that Los Altos Hills has reduced emissions from municipal sources by 65 percent compared to 2005, surpassing the Town’s interim target of a 50 percent reduction by 2025. Community-wide emissions have declined by 22 percent since 2005. While residents have embraced EVs and solar panels, most households still rely on gas-fired appliances. This highlight a need for expanded community education with articles that focus on local solutions such as heat pump water heaters and HVAC systems. This strategy would complement existing incentive programs, and help residents make cost-effective, climate-conscious choices at the time of equipment replacement.

B. Discussion and direction on a Proposed Ordinance Amending Title 8 (Building Regulations) of the Los Altos Hills Municipal Code and Adopting by Reference the 2025 California Building Standards Code, Including but not Limited to Administrative, Building, Residential Building, Electrical, Mechanical, Plumbing,
Energy, Historical Building, Existing Building, and Referenced Standards, Including Local Modifications and Amendments to the Codes (Staff: J. Bradford)

The Calofirnia Building Standards Code was updated on July 1, 2025 which take effect as is unless the Town makes local amendments. Staff recommends that the City Council receive an update on proposed local amendments and provide direction. Staff is proposing a series of local amendments which can be found on p. 5-8 of the staff report. The cost to residents/builders of these proposed local changes is unclear. In any event, the amended (or original if not amended) code would take effect on January 1, 2026.

C. Consideration of an Appeal from the Property Owner of 12251 Stonebrook Drive (APN: 336-28-067) of the City Engineer’s Determination on the Parcel Frontage Sewer Extension Requirement for Sewer Review Application No. SR25-0013; and Adopt a Resolution Making Findings and Granting or Denying the Appeal and Authorizing the City Manager to Execute a Sewer Construction and Dedication Agreement (Staff: W. Kim)

The owner would like exemption to policy requiring builders of sewer mains to extend the main past the entire frontage of their property where subsequent upstream users are likely. Owner wishes to add an SB9 and ADU as well as connect existing house currently on septic system. Owner claims financial hardship, inconsistency, and conflict with recent housing element requirements.
