E. Waive Second Reading and Adopt an Ordinance Amending Article 6 of Chapter 2, Title 10 of the Los Altos Hills Municipal Code Related to the FY26 Pathway Impact Fee Update (Staff: W. Kim)

•    Fee will change from a fixed amount of $10,943 for new residences, and $3,826 for Barns and additions over 900 sq. ft. to a fee calculated based on multiplying the habitable space in a proposed new residence or addition over 900 sq. ft. by $5.49.  
•    For a typical 6,000 sq. ft. new residence this will result in a tripling of the fee to $32,940.  
•    Increase due to large increase in Town pathway construction costs.
•    Properties with frontage indicated to have a pathway on the Pathway Map may decide to install the pathway at their own expense (including Town fees) which will result in the waiving of the Pathway Impact Fee.
•    Fees are capped at 7,000 sq. ft. and properties that have already paid a fee or built a path are only subject to the fee on additions over 900 sq. ft.

6. ONGOING BUSINESS

A. Waiver of reading and introduction of an ordinance for the 2025 California Building Standards Code adoption for the Town of Los Altos Hills. The ordinance amends Title 8 (Building Regulations) of the Los Altos Hills Municipal Code to adopt by reference all twelve parts of the 2025 California Building Standards Code, including the Administrative, Building, Residential, Electrical, Mechanical, Plumbing, Energy, Wildland Urban Interface, Historical Building, Fire, Existing Building, Green Building Standards (CALGreen), and Referenced Standards Codes, together with local amendments. (Staff: J. Bradford)

•    The California Building Standards Code (CBSC) was adopted by the California Building Standards Commission on July 1, 2025 and becomes effective statewide on January 1, 2026. 
•    AB 130 created a six-year moratorium on local amendments to building codes that apply to residential units, unless such amendments meet the limited exceptions explicitly stated within the bill.  Local jurisdictions may still maintain changes or modifications that in effect before September 30, 2025, which include the Town’s energy and “Zero Nox” reach codes and CALGreen standards.
•    Amendments will take effect on January 1, 2026, to coincide with the State’s adoption of the 2025 California Building Standards Code.

A. CONSIDERATION OF A RESOLUTION ADOPTING AN AMENDMENT TO THE GENERAL PLAN LAND USE ELEMENT; WAIVER OF READING AND INTRODUCTION OF AN ORDINANCE MAKING AMENDMENTS TO CHAPTER 1 (ZONING) OF TITLE 10 (ZONING AND SITE DEVELOPMENT) OF THE LOS ALTOS HILLS
MUNICIPAL CODE TO REZONE CERTAIN PARCELS IDENTIFIED IN THE 2023–2031 HOUSING ELEMENT FROM RESIDENTIALAGRICULTURAL (R-A) TO MULTI-FAMILY (MF), MULTI-FAMILY OVERLAY (MFO), AND FLOATING MULTI-FAMILY OVERLAY (FMFO) ZONES AND TO ESTABLISH MULTI-FAMILY DEVELOPMENT STANDARDS; AND A RESOLUTION APPROVING OBJECTIVE DESIGN STANDARDS FOR MULTI-FAMILY

Adopts a resolution amending the General Plan Land Use Element. Introduces an ordinance amending the Municipal Code to rezone parcels identified in the certified Housing Element from residential-agricultural (R-A) to multi-family and to establish multifamily development standards

Receive an Update Regarding the Proposed Amendment to the General Plan 2023- 2031 Housing Element, and potential consideration of a resolution making findings and approving the Housing Element amendment with an effective date contingent on formal certification by the State Department of Housing and Community Development. C. Resolution approving the updated Travel and Expense Policy
Update to the Travel and Expense Policy introduces several changes

•    Adopts federal per diem rate for meals
•    Business meals reimbursed at actual cost
•    Discourages employee cash advances
•    Town credit card preferred payment method checks only if necessary.
•    Removes encouragement to use Town vehicles.

Changes are intended to improve efficiency, align with best practices, and ensure the Town’s policies remain practical and auditable. Unclear whether Council is subject to the same rules.

11. COUNCIL INITIATED ITEMS


A. Study session for consideration of alternate multi-family housing sites in town (Vice Mayor Bhateja)
Town may need to identify additional multi-family housing sites to meet state mandated RHNA housing development requirements. This proposes a study session to review possible city owned sites and other areas for modification to multi-family zoning. The RHNA obligation for the Town during the 2023-2031 planning period is 489 units, including 197 extremely low-, very low- and low-income units.
