D. Resolution Granting a Request for Extension of Planning and Appeals Permit at 23691 Camino Hermoso Drive (Staff: J. Bradford)

TL;DR
In addition to various routine and mundane matters, this meeting will cover another overdue building permit, and provide updates related to the Housing Element: two Amendment options and one Development Agreement option. The Mora Drive item has been continued to date uncertain. ​There will also be a discussion of speed alert devices to address excessive speeding on town roads.​​​

Staff will present an update to the Housing Element Amendment effort (which entail updates to other underlying Town plans and policies).

ITEM 7: PUBLIC HEARINGS

A. This item has been continued to a date uncertain - Adopt resolutions making findings and deny applications for residential development projects to construct multi-family senior residential developments consisting of 55 and 57 dwelling units on a vacant parcel at 10728 and 10758 Mora Drive, respectively (Nos. CDP23-0001 and 0002) pursuant to Government Code section 65589.5(d). (Staff: S. Mattas)

ITEM 8. NEW BUSINESS

A. Resolution Granting the Extension Request for Building Permits at 26700 Palo Hills Drive (Staff: J. Bradford)

The property owner constructed a new residence between 1997 and 2001, recently discovered that the construction permit was never signed off and now wishes the project to be officially closed.
-
Staff requests permission to issue a new permit to perform inspections and allow correction of any identified deficiencies (not allowed under the Construction Time Limit Code introduced in 2015).

The Town has failed to complete the permitting process on hundreds of properties and needs clarity on how to address these absences under differing circumstances.

A. Authorization to Send a Letter to Fremont Hills Country Club Regarding the Historic Landmark Application for the Water Tower (Council Member Swan)
B. Discussion and Consideration of a Free Trial for a Speed Alert Device to Address Excessive Speeding on Town Roads (Vice Mayor Bhateja)

This item is proposing that the Town evaluate and expedite the deployment of Speed Alert devices to notify drivers about excessive speed. This was approved by the Technology Committee in July 2022. One of two such devices outside Gardner Bullis School is currently non-operational.
